DEVELOPMENT SERVICES Bylaws for Consideration of First Reading Z 17-07, Official Community Plan Amendment Bylaw No. 0100.49, 2211 Campbell Road Recommended Motion: THAT Council give first reading to City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.49, 2018 (Z 17-07); and THAT Council direct staff and the applicant to prepare the draft CD8 Zone for consideration of Council subject to: • Reduced density and scale for the multiple family and hotel portion of the site to a maximum of 4 storeys; and • Limiting the CD8 Zone to the non-Agricultural Land Reserve (ALR) portion of the site. DP 17-19, Development Permit (Multiple Family and Hillside), Boucherie Road Recommended Motion: THAT Council approve a Multiple Family and Hillside Development Permit (File: DP 17-19) to facilitate the construction of six single family dwellings and 6 duplexes on Lot C, DL 2045, ODYD, Plan KAP60462 (Boucherie Road) subject to the conditions outlined in the attached Permit; and THAT issuance of the Development Permit be withheld pending: • Elevation drawings showing additional façade detailing for the rear of the duplexes is submitted to the satisfaction of the General Manager of Development Services; • The QEP is to select additional species that are compatible with the re-naturalization plan and that grow at least 2 metres in height which are to be planted at the base of the retaining walls to break up the massing of the walls, submitted to the satisfaction of the General Manager of Development Services; • That a construction management plan addressing construction staging, site access, and onsite contractor parking be submitted to the satisfaction of the General Manager of Development Services; • The re-naturalization security be retained for a further one year period to ensure successful establishment of re-naturalized areas; and • Receipt of landscape and remediation security in the amount of $274,941.25; THAT if the Development Permit has not been issued within one year from the date of approval, the Permit shall be deemed to have been refused and the file closed.
