PUBLIC HEARING: 4.1 Z 18-02, Zoning Amendment Bylaw No. 0154.64, 2018, Throughout City of West Kelowna Location: City of West Kelowna Purpose: To update the cannabis regulations in the zoning bylaw including: • updating the language from ‘marihuana’ to ‘cannabis’ to reflect the language in the forthcoming Cannabis Act • new definitions for ‘cannabis’ and ‘cannabis production’ for clarification purposes (i.e. excludes the production of industrial hemp) • a new definition for ‘cannabis sales facility’ and clarification that these sales facilities (i.e. dispensaries) are currently prohibited unless in the form of a full-service pharmacy licensed under the Pharmacy Operations and Drug Scheduling Act • the prohibition of compassion clubs due to the tendencies for these operations to turn into full-fledged dispensaries over time • changing the terminology from ‘commercial marihuana facility’ and ‘commercial medical marihuana facility’ to ‘cannabis production facility’ and updating this definition to include reference to Part 1 of the Federal regulations within the definition 5.
