Dwivedi, Consulate General of Solomon Islands, Canada re Flooding in the City of West Kelowna 10.2 Copy of Letter dated June 19, 2017 from Mayor Colin Basran, City of Kelowna, to Hon. Steve Thomson, Minister of Forests, Lands and Natural Resource Operations, re Flood Damage in Kelowna 11. NOTICE OF MOTION: 11.1 Mayor Findlater WHEREAS the Okanagan Basin experienced widespread localized flooding of lakes and streams in the spring and early summer of 2017; BE IT RESOLVED THAT this Council express our deep and sincere gratitude to the Province of BC for their assistance through Emergency Management BC and the BC Wildfire Service Crews; and BE IT FURTHER RESOLVED THAT this Council request the Province of BC to conduct a review of all possible factors leading to the flooding and mitigation efforts to include, but not limited to, timing of the spring freshet in relation to the release of waters from the Okanagan Lake system at various dams; need for additional data collection stations related to weather, snowpack and stream flow; climate change impacts and freshet management; fishery needs, flood plain building; upland logging impacts; the banning of power boats during times of declared state of emergency; and the capacity of municipalities and first nations to respond to emergencies. 11.2 Councillor de Jong Draft UBCM Resolution – Local Government Photo Radar WHEREAS local governments must address traffic safety challenges to ensure the well-being of our residents while balancing limited financial and RCMP resources; AND WHEREAS traffic speed enforcement in residential areas, playground and school zones is labour intensive and the ability to use photo radar as an enforcement tool has proven to be effective and efficient in the management of speed; THEREFORE BE IT RESOLVED THAT UBCM lobby the provincial government to amend provincial legislation to permit local governments to independently implement photo radar on local roads at the local government’s expense. 11.3 Councillor Ensign WHEREAS Westside Youth Soccer Association (WYSA) has been lobbying Council since January 2016 to facilitate the construction of an Indoor soccer dome; and WHEREAS Community volunteerism should be embraced, fostered and encouraged; and WHEREAS Council approved $1,000,000 in the City's 2017 budget for the construction of the facility to be completed in 2017. The budget was $333,333 from Capital, $333,667 from Grants and $333,333 from WYSA of which WYSA now has $650,000 to put towards the project. This completes the budgeted funding requirements; and WHEREAS the staff report presented to council on May 23, 2017, presented pros to utilizing the Kinsmen Park lower Soccer field and the cons would be less than purchasing land. In the same report, there were pros for utilizing Memorial Park as a Soccer Dome site. Cons were also presented but, those cons would be of no effect if the existing field was simply used as a 3/4 size, natural turf soccer pitch during different times of the year (i.e. Westside Daze, Music in the Park, etc.); THEREFORE BE IT RESOLVED THAT Staff be directed by Council to have an Environmental Risk Assessment & Geotechnical Investigation & design undertaken for the lower Kinsmen field.
