Bylaws for Consideration of Adoption Z 16-11, Rezoning Application (Site Specific Text Amendment), 2406 Drought Road Recommended Motion: THAT Council adopt City of West Kelowna Zoning Amendment Bylaw No. 0154.48, 2017 (File: Z 16-11) to allow for the continued use of an accessory building as a dwelling unit.

Planning Items DVP 17-11, Development Variance Permit, 2575 Pineridge Place Recommended Motion: THAT Council authorize the issuance of a Development Variance Permit (DVP 17-11) for 2575 Pineridge Place (Lot 17, DL 807, ODYD, Plan 30665) for an existing structure in accordance with the attached development permit to: 1. Permit a carriage house to be sited 1.25m from the interior side parcel boundary; 2. Permit a carriage house to be sited 1.74m from the principal dwelling; and 3. Vary the requirement for solid screening adjacent to residential uses.
DVP 17-12, Development Variance Permit, 3325 and 3329 Vineyard View Drive Recommended Motion: THAT Council authorize the issuance of Development Variance Permit (DVP 17-12) for 3325 and 3329 Vineyard View Drive to vary Zoning Bylaw No. 0154, Section 3.12.1 to increase the maximum permitted height of a retaining wall from 2.5m (8.ft.) to 3.6m (11.8ft.), in accordance with the attached Development Variance Permit (Attachment 1).
ENGINEERING AND PUBLIC WORKS Traffic Bylaw 0092 Amendment – Truck Routes and Intersection Sightlines Recommended Motion: THAT Council give first, second and third reading to “City of West Kelowna Traffic Amendment Bylaw No. 0092.06, 2017; and THAT Council give first, second and third reading to “Bylaw Notice Enforcement Amendment Bylaw No. 0093.35, 2017”; and THAT Council give first, second and third reading to “City of West Kelowna Ticket Information Utilization Amendment Bylaw No. 0095.31, 2017”.
2017 Road Rehabilitation Program Construction Project Tender Results Recommended Motion: THAT Council cancel the tender for the 2017 Road Rehabilitation Program Construction Project; and THAT Council direct staff to re-tender the Core Program Construction Project as part of the 2018 Road Rehabilitation Program with carry forward funds from the 2017 program.
Pedestrian Improvements 2017 - Webber Road Upgrades Recommended Motion: THAT Council award the Pedestrian Improvements 2017 – Webber Road Upgrades construction contract in the amount of $2,346,734.70 (excluding GST), to BC General Contracting Inc.
Glenrosa Reservoir Expansion - Tender Award Recommended Motion: THAT Council cancel the tender for the Glenrosa Reservoir Expansion construction contract; and THAT Council direct staff to include the project in the 2019 Budget for Council’s consideration.
Youth Centre Operating Agreement with Boys and Girls Club Recommended Motion: THAT Council authorize the Mayor and Corporate Officer to execute agreement with the Okanagan Boys and Girls Clubs for the management and operation of the Westside Youth Centre for a five-year term commencing August 1, 2017.
FINANCE, ADMINISTRATIVE AND PROTECTIVE SERVICES BC Transit Annual Operating Agreement Recommended Motion: THAT Council authorize the Mayor and Corporate Officer to execute the 2017-2018 Annual Operating Agreement (AOA) and the Transit Service Agreement (TSA) between British Columbia Transit and the City of West Kelowna.
