Parks and Public Spaces Amendment Bylaw No. 0184.02 Recommended Motion: THAT Council give first, second and third readings to the “City of West Kelowna Parks and Public Spaces Amendment Bylaw No. 0184.02, 2017”; and THAT Council give first, second and third readings to the “Bylaw Notice Enforcement Amendment Bylaw No. 0093.38, 2017”; and THAT Council give first, second and third readings to the “City of West Kelowna Ticket Information Utilization Amendment Bylaw No. 0095.34, 2017”.
DVP 17-18, Development Variance Permit, Highway 97 S Recommended Motion: THAT Council authorize the issuance of a Development Variance Permit (DVP 17-18) to vary Sections 10.2 and 10.4 of the City of West Kelowna Sign Bylaw No. 0183 to reduce the minimum clearance for an existing freestanding sign to 1.98 metres and to reduce the minimum setback from the property line to 1.09 metres in accordance with the attached Permit (DVP 17-18).
DVP 17-17, Development Variance Permit, 1929 Jennens Road Recommended Motion: THAT Council deny the issuance of a Development Variance Permit (DVP 17-17) for 1929 Jennens Road to vary Zoning Bylaw No. 0154 S. 10.4.4(f).1 to increase the maximum building height for a proposed new home from 9.0 m (29.5 ft) up to 11.58 m (38 ft) in accordance with the attached permit.
DP 17-20, Development Permit and Development Variance Permit, 2250 Majoros Road Recommended Motion: THAT Council authorize the issuance of a Development Permit (DP 17-20) to construct a four-storey apartment buildings (48 units) with underground parkade and storage level for Lot 2, DL 5058, ODYD, Plan EPP65696 subject to the conditions outlined in the attached Development Permit; and THAT Council authorize a variance to City of West Kelowna Zoning Bylaw No. 0154 in accordance with the attached Building Elevation and Site Plan, as follows: That the maximum allowable building height be increased from 15 m to 17.5 m (Table 10.11.5.(e)) to allow for: A 2.5 m increase in roof height for the roof elevator shaft; A 0.33 m increase in roof height for a trellis for the roof top patio; and A 0.33 m increase in roof height for a roof top patio access above 4 storeys. That the siting exemption (s. 3.6.4(a).2) be varied to allow for an increase from a maximum of 35% to 44% for a pop out or cantilevered deck/balcony as percentage of the overall length of a wall on which they are installed; That the loading space specifications for multiple residential (s. 4.10.1(a)) specified in Table 4.10 be reduced from 2 spaces to 1 space; and That the maximum height of a retaining wall (s. 3.12.1) be varied to allow for an increase from 2.5 m to 2.6 m for a wall to support the proposed loading stall; and THAT issuance of the Development Permit be withheld pending: Registration of a modified easement CA5972313 for the proposed storm sewer and sanitary sewer relocation, which will allow the proposed structures/landscaping within the easement area; and receipt of landscape and site signage security for the landscape plan in the amount of $105,484.38; and THAT if the Development Permit has not been issued within one year from the date of approval, the Permit shall be deemed to have been refused and the file closed.
Economic Development Committee – Terms of Reference Update Recommended Motion: THAT Council approve the updated Economic Development Committee Terms of Reference.
Budget Amendment for Purchase of 1506 Rose Meadow Drive Recommended Motion: THAT Council authorize the amendment of the 2017 – 2026 Financial Plan and fund the acquisition of 1506 Rose Meadow Drive from: Cash-in-lieu of Parkland $203,591; and Parkland Development Cost Charges of $246,409.
ENGINEERING AND PUBLIC WORKS BC Transit Public Engagement & Service Improvement Recommendations Recommended Motion: THAT Council direct BC Transit to integrate the Route 27 and 29 into one route and re-invest any resource savings into schedule reliability in 2018; and THAT Council direct staff to include in the 2019 Budget funding to improve off-peak transit service on the Route 97 Okanagan; and THAT Council direct staff to include in the 2019 Budget funding to improve off-peak transit service on coverage routes; and THAT Council direct staff to include in the 2018 Budget funding to introduce new seasonal (summer only) coverage transit service to lakefront area; and THAT Council direct staff to include in the 2019 Budget funding to introduce weekday coverage transit service to Shannon Lake Road area.
Flood Recovery Plan 2017 – 2018 Recommended Motion: THAT Council amend the 2017 – 2026 Financial Plan to authorize the capital expenditure of $550,000; and THAT Council amend the 2017 – 2026 Financial Plan to authorize the operational expenditure of $2,299,524; and THAT Council direct staff to include the $2,393,624 in the 2018 – 2027 Financial Plan.
