Notice of Motion - Councillor de Jong At the November 8, 2018 special Council meeting, Councillor de Jong put forward the following Notice of Motion, which is now before Council for consideration: WHEREAS the Provincial Government has previously expressed interest in constructing interchange upgrades at the intersections of Boucherie Road and Highway 97 and Hudson/Westlake Roads and Highway 97; and, WHEREAS these intersection upgrades will improve traffic flows and traffic safety along the Highway 97 corridor between West Kelowna and Kelowna; and, WHEREAS improved traffic flows along the Highway 97 corridor between West Kelowna and Kelowna will discourage vehicle traffic, especially truck traffic, from taking short cuts through more residential areas to avoid traffic congestion; THEREFORE Council direct West Kelowna staff to immediately reach out to the Provincial Government for an update and for further engagement with the Province on these two interchange upgrades.

Official Community Plan Amendment Bviaw No. 0100.52 and Zoning Amendment Bylaw No. 154.70, Casa Palmero Drive Recommended Motion: THAT Council give first and second reading to City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.52, 2018 (File: Z 18-07); and THAT Council give first and second reading to City of West Kelowna Zoning Amendment Bylaw No. 0154.70, 2018 (File: Z 18-07); and THAT Council direct staff to schedule the proposed bylaw amendments for Public Hearing.
DP 18-16. Development Permit with Variances. Tallus Ridge Drive Recommended Motion: THAT Council authorize the issuance of a Development Permit (DP 18-16) to construct 23 townhomes located at Tallus Ridge Drive (District Lot 2600, Plan KAP44535 and District Lot 3793, Plan KAP44536) subject to the conditions outlined in the attached Development Permit; and THAT Council authorize a variance to City of West Kelowna Zoning Bylaw No. 0154 in accordance with the attached Site Plans, as follows: That the front (south) yard setback (s.10.10.5.g.1) be reduced from 6.0 m to 5.0 m; That the front (north) yard setback (s.10.10.5.g.1) be reduced from 6.0 m to 4.5 m; That the interior side yard setback (s. 10.10.5.g.3) be reduced from 4.5 m to 3.0 m; That the exterior side yard setback (s. 10.10.5.g.4) be reduced from 6.0 m to 3.0 m; and That the required number of off-street loading spaces for multiple residential (s.4.10.1.a) be reduced from 2 spaces to 0 spaces; and THAT Council authorize an amendment to the ESA Covenant CA3977929 to allow the construction of a trail through the Non-Disturbance Area on the subject property; and THAT issuance of the Development Permit be withheld pending the receipt of landscape security for the landscape plan in the amount of $250,984.06; and THAT if the Development Permit has not been issued within one year from the date of approval, the Permit shall be deemed to have been refused and the file closed.
