MAYOR AND COUNCILLOR’S REPORTS: 5.1 Mayor Findlater 5.1.1 Regional District of Central Okanagan Highlights from the June 26, 2017 Regional Board Meeting. 5.1.2 Mayor Findlater provided the following Notice of Motion at the June 27, 2017 Council meeting. This item is now before Council for consideration: WHEREAS the Okanagan Basin experienced widespread localized flooding of lakes and streams in the spring and early summer of 2017; BE IT RESOLVED THAT this Council express our deep and sincere gratitude to the Province of BC for their assistance through Emergency Management BC and the BC Wildfire Service Crews; and BE IT FURTHER RESOLVED THAT this Council request the Province of BC to conduct a review of all possible factors leading to the flooding and mitigation efforts to include, but not limited to, timing of the spring freshet in relation to the release of waters from the Okanagan Lake system at various dams; need for additional data collection stations related to weather, snowpack and stream flow; climate change impacts and freshet management; fishery needs, flood plain building; upland logging impacts; the banning of power boats during times of declared state of emergency; and the capacity of municipalities and first nations to respond to emergencies. 5.2 Councillor Ensign 5.2.1 Councillor Ensign provided the following Notice of Motion at the June 27, 2017 Council meeting. This item is now before Council for consideration: WHEREAS Westside Youth Soccer Association (WYSA) has been lobbying Council since January 2016 to facilitate the construction of an Indoor soccer dome; and WHEREAS Community volunteerism should be embraced, fostered and encouraged; and WHEREAS Council approved $1,000,000 in the City's 2017 budget for the construction of the facility to be completed in 2017. The budget was $333,333 from Capital, $333,667 from Grants and $333,333 from WYSA of which WYSA now has $650,000 to put towards the project. This completes the budgeted funding requirements; and WHEREAS the staff report presented to council on May 23, 2017, presented pros to utilizing the Kinsmen Park lower Soccer field and the cons would be less than purchasing land. In the same report, there were pros for utilizing Memorial Park as a Soccer Dome site. Cons were also presented but, those cons would be of no effect if the existing field was simply used as a 3/4 size, natural turf soccer pitch during different times of the year (i.e. Westside Daze, Music in the Park, etc.); THEREFORE BE IT RESOLVED THAT Staff be directed by Council to have an Environmental Risk Assessment & Geotechnical Investigation & design undertaken for the lower Kinsmen field. In addition, staff should also be directed by Council to prepare a report for using Memorial Park as a 3/4 sized, natural turf soccer field.
